ORDINANCE NO: 176825

 

* Authorize agreement with Portland School District for $27,871 for coordination of the Outer Southeast Caring Community and to provide for payment (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds that:

 

1.  The City of Portland and Multnomah County have a strong interest in building healthy communities.

 

2.  Information sharing, coordination and collaboration among and between residents, community based organizations, the public sector, schools, and the business community are the cornerstones of a healthy community.

 

3.  Recently, efforts to revitalize portions of Outer SE Portland have been building momentum through the efforts of the Outer SE Caring Community, an initiative of the Leader’s Roundtable, and related partnerships.

 

4.  The Outer SE Caring Community Coordinator has played a pivotal role in building and strengthening partnerships, as well as drawing increased attention and resources to Outer SE Portland.

 

5.  It is the desire of the City and the County to see that advances made in Outer SE Portland continue.

 

6.  During FY 2002/2004 the City and the County have agreed to jointly fund the Outer SE Caring Community Coordinator position.

 

7.  The Portland School District is prepared to manage funds dedicated to this position for the City.

 

8.  General Fund appropriations in the amount of $27,871 are available within the Bureau of Housing and Community Development's FY02/03 approved budget in the Youth Employment and Involvement Program Area.

 

9.  An agreement should be entered into with Portland School District in the sum of $27,871 to provide funding for coordination of Caring Community activities in Outer SE Portland.

 

NOW, THEREFORE, the Council directs:

 

a.  The Commissioner of Public Works is hereby authorized to enter into an agreement with Portland School District to provide $27,871 for Outer SE Caring Community Coordination in accordance with the Agreement attached as Exhibit A (attached to the original ordinance only).

 

b.  The Mayor and the City Auditor are hereby authorized to pay for said contract from the General Fund.

 

Section 2. The Council declares that an emergency exists because delay in implementation of the action herein could result in an inability to provide necessary services in a timely manner; therefore, this Ordinance shall be in force and effect from and after its passage by Council.
