* Agreement with Early Head Start of Portland for $100,000 to support the Child Care Improvement Project and provide for payment (Ordinance)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  The City and the Enterprise Foundation collaborated to establish the Child Care Improvement Project in 2000. It now has 10 funders, eight networks of child care providers and one system-wide parent network.

2.  An RFP process was conducted this spring to select a community-based organization to assume long-term management of the project. Early Head Start Family Center of Portland was selected.

3.  This payment will transition the City's investment in the project of $100,000 for FY 02/03 to Early Head Start.

4.  Due to restrictions on public service activities with Community Development Block Grant (CDBG) funds, this will be the final CDBG payment to the project.

NOW, THEREFORE, the Council directs:

a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Early Head Start for the CCIP Early Head Start in a form substantially in accordance with the agreement attached as Exhibit A (attached to original ordinance only).

b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Community Development Block Grant Fund.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Early Head Start's ability to provide the CCIP Early Head Start; therefore, this ordinance shall be in force and effect from and after its passage by Council.
