ORDINANCE NO. 176820
* Agreement with Portland State University for $102,903 for the Business Outreach Program and provide for payment. (Ordinance)
The City of Portland ordains:
SECTION 1. The Council finds that:
1. A City goal is to foster small businesses and microenterprises in disadvantaged areas, in order to improve the economic vitality of the areas.
2. Many of the enterprises in these areas are in need of technical assistance and mentoring in order to help them grow, increase their profitability, and insure their long-term viability.
3. Portland State University’s Business Outreach Program over the past seven years has operated a technical support and mentoring program for such enterprises.
4. The approved FY 2002-03 Housing and Community Development budget authorizes funding in the amount of $102,903 for Portland State University to continue to offer the business outreach program in N/NE Portland.
5. The City now desires to enter into an agreement in the amount of $102,903 with Portland State University to fund this program for FY 2002-03.
NOW, THEREFORE, the Council directs:
a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Portland State University for the Business Outreach Program for $102,903 in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).
b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Community Development Block Grant Fund.
Section 2. The Council declares that an emergency exists because delay in funding would interrupt Housing Development Center's ability to provide the Contractor Support Program; therefore, this ordinance shall be in force and effect from and after its passage by Council.
