* Agreement with Housing Authority of Portland for $295,151for the HOME Investment Partnership Program and provide for payment. (Ordinance)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  The Portland HOME Consortium is the recipient of funding under the U.S. Department of Housing and Urban Development HOME Investment Partnership Program (authorized by Public Law 101-625, Title II, November 26, 1990) for the development of affordable housing for low- and moderate-income households.

2.  As the lead agency of the Consortium, the City of Portland is responsible for contracting program funds to implementing agency.

3.  The Consolidated Plan identifies the need for continuing rental assistance programming for homeless and special needs populations in Multnomah County.

4.  The Housing Authority of Portland is capable and willing to implement a portion of the FY 2002-03 HOME Program relating to Tenant Based Rental Assistance by operating the Rent Assistance Supplement Program (RASP) in the amount of $295,151.

5.  There are funds in the approved FY 02-03 HOME Fund budget in the amount of $295,151 for this Agreement.

NOW, THEREFORE, the Council directs:

a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Housing Authority of Portland (HAP) for the HOME Investment Partnership Program in a form substantially in accordance with the agreement attached as Exhibit A (attached to original ordinance only).

b. The Mayor and City Auditor are hereby authorized to pay for said contract from the HOME Fund.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Housing Authority of Portland's ability to provide the HOME Investment Partnership Program; therefore, this ordinance shall be in force and effect from and after its passage by Council.
