ORDINANCE NO. 176815

 

*Amend contract with VanderHouwen and Associates, Inc. to provide programming services to enhance the Water Bureau Customer Information System. (Ordinance; amend Contract No. 33556)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  Ordinance 175541 approved by Council on May 2, 2001, with VanderHouwen and Associates, Inc., was to provide programming services to the Bureau of Water Works for $75,000. Amendment No. 1 increased the contract by $18,750.

2.  Continuation of programming services ensures that highly specialized business analysis, programming, and development of reports requested by Portland Water Bureau users of the Open Vision system goes on without interruption.

3.  Amendment No. 2 provides for the continuation of these programming services in an amount not to exceed $60,000, for a total contract amount of $153,750.

4.  Amendment No. 2 also provides for expanded services to include: 1) maintaining programs for accounts eligible for the 20% Sewer Credit and, 2) providing business analysis, programming, and development for reports and applications.

5.  It is critical to provide these programming services to ensure the reliability and accuracy of customer billings and reporting of information on the 180,000 accounts in the Open Vision Customer Information System.

 

NOW, THEREFORE, The Council directs:

 

a.  That the Commissioner of Public Affairs and Auditor are authorized to execute on behalf of the City an amendment with VanderHouwen & Associates, Inc. at a cost of $60,000 for the period ending June 30, 2003.

b.  That the Administrator of the Bureau of Water Works shall be authorized to approve additional amendments which in the aggregate do not exceed twenty-five percent of the additional amount for the services under this amendment, up to $15,000. Any amendment exceeding an additional twenty-five percent must be approved by ordinance of the City.

c.  The Mayor and the Auditor hereby are authorized to draw and deliver warrants chargeable to the FY 2002-03 budget, Water Fund, Bureau of Water Works, Center Code No. 18029194, Account 529000, when demand is presented and approved by the proper authorities.

 

Section 2. The Council declares that an emergency exists because it is necessary to amend this contract so that system stability and the processing of water and sewer bills will not be delayed; therefore, this Ordinance shall be in force and effect from and after its passage by Council.
