ORDINANCE NO. 176811
* Accept a grant from the U. S. Fish and Wildlife Service in the amount of $23,141 for revegetation work along Willamette Bluffs (Ordinance)
The City of Portland ordains:
Section 1 the Council finds that:
1. Water quality and watershed management is a key concern for the Portland Region.
2. A successful practice to improve water quality, habitat, and restore native species is through revegetation.
3. The Bureau of Environmental Services Watershed Revegetation Program provides revegetation services within the region.
4. Willamette Bluffs is a high priority project for the Watershed Revegetation Program. This project will enhance previous work performed along the Bluffs to ensure non-native regrowth is minimized or eliminated, and native vegetation survives.
5. A grant of $15,348 is the first year of a three year grant, with subsequent budget years to be appropriated within the annual budget process.
6. The grant from the United States Fish and Wildlife Service (USFWS) has a 1:1 match requirement. BES is providing $21,847.00 in in-kind services, and $3,000.00 in actual fund outlay. The $3,000.00 is allocated for estimated permit costs. USFWS is providing grant funding in the amount of $23,141.00. Total project cost is $47,988.00.
NOW THEREFORE, The Council directs:
a. The Mayor is hereby authorized to accept grant funds from United States Fish and Wildlife Service in the amount of $23,141.00 for revegetation work along Willamette Bluffs.
b. The FY 02/03 budget is hereby amended as follows:

Section 2. The Council declares that an emergency exists because to delay accepting these funds would deprive citizens of the benefits these grant funds will provide; therefore this ordinance shall be in full force and effect from and after its passage by the Council.
