ORDINANCE No. 176810
*Authorize a contract and provide for payment for the construction of the NE Stanton Sewer Reconstruction Project No. 6919 (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The public sewers within the project boundary have structurally deteriorated to the point of failure.
2. The City of Portland Bureau of Environmental is responsible for reliable, uninterrupted sanitary sewer service. Reconstruction of the sewers under this project will insure that reliability.
3. The established cost is $779,000. Funds are available in the Sewer System Operating Fund, FY 2002-03 Budget, Bureau of Environmental Services, Center Code 145-22-110, Project Number 6919, Account No. 567000.
NOW, THEREFORE, the council directs:
a. The Commissioner of Public Affairs and Auditor are authorized to execute a contract with the lowest responsible bidder for the project described in Section 1, in accordance with the plans and specifications to be filed with the Purchasing Agent.
b. The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Sewer System Operating Fund Budget when demand is presented and approved by the proper authority.
Section 2. The Council declares that an emergency exists because a delay in proceeding with the project could delay the completion of the project on schedule and may result in failed sanitary sewer service. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
