ORDINANCE No. 176809

* Authorize a contract and provide for payment for electrical lighting and HVAC equipment upgrades at Columbia Pool (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1  Portland Parks and Recreation [PP&R] has available approximately $365,000 of CIP funds that were allocated to provide electrical lighting and HVAC equipment upgrades at Columbia Pool.

2  Contract documents have been prepared and are out to bid. Bids are due on August 6, 2002.

3  PP&R intends to enter into a Contract with the successful, qualified, low bidder as quickly as possible, as Columbia Pool has its annual maintenance period starting on August 19.

NOW, THEREFORE, The Council Directs that:

a.  The Bureau of Parks and Recreation is hereby authorized to accept a Contract to provide electrical lighting and HVAC equipment upgrades at Columbia Pool.

b.  The Mayor and Auditor hereby are authorized to provide for payment chargeable to the applicable budgets when demand is presented and approved by the appropriate authorities.

c.  To facilitate any change orders, the project manager is authorized to increase the adjusted value of the Contract by no more than 25%, without requiring additional Council approval.  

Section 2.    The Council declares an emergency exists due to the limited opportunity to effect system upgrades without depriving the public of use of the swim pool; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
