ORDINANCE No. 176806
* Contract with Albina Head Start and Portland Parks and Recreation to operate an Early Head Start program within the University Park facility. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds that:
1. The Portland Parks & Recreation operates various classes to meet the educational and physical needs of children and families throughout Portland. A partnership with Albina Head Start will help fulfill the void of quality infant/toddler childcare in the North Portland community.
2. Albina Head Start desires to operate an Early Head Start program to serve toddlers 15-36 months. The program will offer full day, full year services to low-income children and families within North Portland and the Columbia Villa (HAP) complex.
3. Albina Head Start will completely fund and operate the Head Start classroom in accordance with Federal and State guidelines.
NOW THEREFORE, the Council directs:
a. The Commissioner-in-charge of Portland Parks & Recreation is authorized to sign an agreement with Albina Head Start accepting the operation of an Early Head Start program within the University Park facility, substantially in agreement with the attached exhibits.
Section 2. The Council declares that an emergency exists because there is a critical need for early education/childcare for low-income families in North Portland; therefore, this Ordinance shall be in full force and effect after passage by Council.
