ORDINANCE No. 176800

 

*Authorize contracts as required with 20 firms for engineering services in support of the Portland Office of Transportation (Ordinance)

 

The City of Portland ordains:        

 

Section 1.  The Council finds:

 

1.  The Portland Office of Transportation (PDOT) will require professional services to support implementation of the Transportation Capital Improvement Program. Requirements have not been completely determined at this time.

 

2.  PDOT does not have sufficient expertise in specific areas to accomplish these tasks.

 

3.  The establishment of flexible services contracts based upon estimated amounts of work without specific City commitment to purchase any given amount of services is in the best interest of the City.

 

4.  Flexible service contracts for engineering services facilitate long-range planning, increase control and provide for an uninterrupted supply of needed services.

 

5.  Flexible service contracts save time and money by reducing repetitive selection processes on a project by project basis.

 

6.  Contracting for professional, technical and expert services in this manner does not diminish competition or compromise M/W/ESB participation because solicitation is an open competitive process.

 

7.  PDOT has advertised and received proposals in seven (7) areas of engineering support in accordance with Chapter 5.68 of the City Code for the purpose of entering into these flexible service contracts.

 

8.  Selection committees for each category evaluated all proposals received against defined performance criteria. Twenty (20) firms were selected to provide services as required.

 

9.  The selected firms are:

 

 a.  Right-of-Way Appraisal:

(1)  Hanna, McEldowney & Associates

(2)  R. P. Herman & Associates

(3)  Real Estate Analysis Northwest

(4)  Real Property Consultants

 

b.  Right-of-Way Acquisition & Relocation:

(1)  Hanna, McEldowney & Associates

(2)  Right-of-Way Associates, Inc.

(3)  Universal Field Services, Inc.

 

c.  Geotechnical Engineering:

(1)  GRI Geotechnical & Environmental Consultants

(2)  Kleinfelder, Inc.

(3)  URS Corporation

 

 

 

 

 

 d.  Landscape Irrigation Design:

(1)  W&H Pacific

(2)  Walker Macy

 

 e.  Environmental Site Evaluation:

(1)  GRI Geotechnical & Environmental Consultants

(2)  GeoDesign, Inc.

(3)  Parametrix

 

 f.  Wetland Delineation & Endangered Species Act:

(1)  Ellis Ecological Services, Inc.

(2)  PBS Engineering and Environmental

(3)  Vigil-Agrimis, Inc.

 

 g.  Clear Air Act Conformity:

(1)  PBS Engineering and Environmental

(2)  URS Corporation

 

10.  PDOT will negotiate individual contracts with selected firms as project needs are determined and funds become available.

11.  Services needed for specific projects will be defined, authorized, assigned and approved for a not-to-exceed dollar value at the discretion of PDOT via negotiated work orders. Work orders will be negotiated with selected firms on a rotational basis.

 

12.  The value of each contract shall not exceed $100,000; the contracts will expire on June 30, 2005.

 

NOW, THEREFORE, the Council directs:

 

a.  The Commissioner of Public Utilities and the Auditor are authorized, upon the determination of the Commissioner of Public Utilities and City Engineer, to sign the City’s standard agreements, to be approved by the City Attorney, with the selected firms for services as required.

 

b.  The Mayor and the Auditor are authorized to provide for payment chargeable to the applicable budgets when demand is presented and approved by the City Engineer.

 

Section 2. The Council declares an emergency exists because a delay in proceeding with approval of the selected firms and pre-authorization of contracts as may be required could result in additional expense to the City; therefore, Ordinance shall be in full force and effect from and after its passage by the Council.
