ORDINANCE No. 176792

*Accept the sole source bid and authorize a contract with eBid Systems, Inc. for $70,400 to supply on-line vendor Equal Employment Opportunity certification for the Bureau of Purchases (Ordinance; waive Code Chapter 5.68.020)

The City of Portland ordains:

Section 1.  The Council finds:

1.  The City requires its vendors to be EEO certified, and the current certification process, run by the Bureau of Purchases, is both paper- and labor-intensive.

2.  In order to meet the requirement to reduce its FY02-03 budget by 7%, the Bureau of Purchases has eliminated the position which has been responsible for EEO processing and data entry.

3.  The Bureau of Purchases' successful web-based bid solicitation system provided by eBid Systems, Inc., currently includes vendor registration that the provider can expand to include online EEO certification.

4.  An automated, online EEO certification system would provide businesses wishing to do business with the City a single stop for both vendor registration and EEO certification.

5.  Due to the success of the online bid solicitation system, it is advantageous for the City of Portland to contract with eBid Systems to develop and deliver an online EEO registration module.

6.  Funding is available in the current year budget of the Bureau of Purchases.

7.  PCC 5.68.020 allows for the sole source selection of a contractor if it is known that only one party is available to provide services or expertise required for a project.

NOW, THEREFORE, The Council directs:

 a.  The Bureau of Purchases shall accept the sole source bid of eBid Systems for $70,401 to supply on-line EEO certification.

 b.  Funding for this contract will be charged against the Bureau’s 2002-03 budget allocation, center code 30767001, account code 521000.

Section 2.  The Council declares that an emergency exists because a delay in proceeding with the installation and implementation of this process will result in the requirement of an employee to process this information, which will negatively affect the bureau budget; therefore, this Ordinance shall be in full force and effect from and after its passage by Council.
