* Contract with Booth Research Group, Inc., to provide four police promotional assessment centers for the Police Bureau not to exceed $66,000. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Bureau of Police is in need of services to conduct assessment centers for Police, Sergeant, Police Detective, Police Lieutenant and Police Captain positions.
2. A formal bid process was conducted and Booth Research Group, Inc. was found to be most qualified to perform the functions of an assessment center. Booth Research Group, Inc. has a great deal of experience in planning and conducting assessment centers for law enforcement agencies.
3. The terms of this agreement will be effective from the date at which every party has signed the contract, and shall terminate on June 30, 2003 unless extended.
4. The City agrees to pay Contractor a sum not to exceed $58,500 for accomplishment of the work, plus a sum not to exceed $7,500 for transportation, meals and lodging costs associated with the work - at the lowest available airfare, for a total contract amount not to exceed $66,000.
NOW, therefore, the Council directs:
a. The Mayor and City Auditor are hereby authorized to execute the contract with Booth Research Group, Inc., attached as Exhibit A, to participate in a contract with the City of Portland, Bureau of Police.
b.
Section 2. The Council declares that an emergency exists because delay in the enactment of this Ordinance would cause a delay in the promotional hires that are critically needed by the Bureau of Police; therefore this ordinance shall be in force and effect from and after its passage by the Council.
