ORDINANCE NO. 176779
*Accept a $65,528 grant from the Housing Authority of Portland for Safety Action Team services at the Columbia Villa/Tamarack (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Housing Authority of Portland (HAP) wishes to continue an agreement with the City of Portland Police Bureau (PPB) for law enforcement services at the housing development known as Columbia Villa/Tamarack. (CV/T) This agreement continues a commitment between HAP and PPB to work together toward a comprehensive, community-based approach toward law enforcement and drug prevention.
2. The HAP agrees to pay the Portland Police Bureau $65,528 for salary and benefits for a full time police officer assigned under this agreement.
3. The City agrees to provide law enforcement services and reports as detailed in the agreement.
4. There is no match or retention required under this agreement. The agreement shall be effective July 1, 2002 through June 30, 2003.
NOW, therefore, the Council directs:
a. The Mayor is authorized to sign this intergovernmental agreement for services between the City of Portland, Bureau of Police and the Housing Authority of Portland.
b. An increase in appropriation for FY 02/03 and transfer funds for the grant award is authorized as follows:

Section 2. The Council declares that an emergency exists in that delay in proceeding with the agreement will deprive the City of Portland of additional law enforcement services; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
