ORDINANCE NO. 176778

 

*Accept a $250,000 grant from the U.S. Department of Justice, Office of Community Oriented Policing Services 2002 Technology Initiative. (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  U.S. Department of Justice, Office of Community Oriented Policing Services (COPS) has made funding available to the Portland Police Bureau under the 2002 COPS Technology Initiative.

 

2.  The Portland Police Bureau has been awarded a $250,000 grant to purchase mobile, wireless fingerprint capturing equipment including support hardware and software. This will expand the Police Bureau capability of identifying suspects that attempt to elude street officers by using false names or identities.

 

3.  The grant period officially began 10/1/01 and runs to 9/3/02. A no-cost, time extension will be offered before the grant period ends.

 

4.  This grant does not require a cash match and only direct program expenses are allowed.

 

Now, therefore, the Council directs:

 

a.  The Mayor is authorized to sign the grant award agreement from the U.S. Department of Justice, Office of Community Oriented Policing Services, Technology Initiative Program.

 

b.   An increase in appropriation for FY 02-03 and transfer of funds for the grant is authorized as follows:

Section 2. The Council declares that an emergency exists in that any delay in the acceptance of this grant will result in losing the opportunity for funding this project; therefore, this ordinance shall be in force and
