* Authorize an Intergovernmental Agreement for Mutual Aid Assistance between the Fire Protection Agencies in the Lower Columbia and Willamette Rivers (Ordinance)

 

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The fire protection agencies entering this agreement include Astoria Fire Department, Clark County Fire Districts #6 and #12, Clatskanie Rural Fire Protection District, Cowlitz #2 Fire and Rescue, Cowlitz County Fire District #5, Longview Fire Department, Rainier Rural Fire Protection District, Vancouver Fire Department, St. Helens Fire District, and Portland Fire Bureau.

 

2.  The fire protection agencies and the Maritime Fire & Safety Association (MFSA), an Oregon nonprofit corporation, seek to improve marine fire and other emergency response capabilities on the lower Columbia and Willamette Rivers.

 

3.  The fire protection agencies desire to enter an agreement to clearly specify each agency’s responsibilities in marine fire and other emergencies. The agreement, marked Exhibit A, is attached to this ordinance.

 

4.  This agreement also acknowledges the MFSA’s role in supporting the fire protection agencies in their provision of mutual aid assistance under this agreement.

 

5.  On February 20, 1986, the City of Portland entered into an Agreement with MFSA in providing for equipment, training, and personnel for fighting marine fires. On March 1, 1995, the agreement was modified to include first response to oil spill emergencies.

 

6.  This agreement is intended to supersede the 1986 agreement and its 1995 amendment between the City of Portland and MFSA for the provision of mutual aid assistance.

 

 

NOW, THEREFORE, the Council directs:

 

a.  The Commissioner in Charge and the Auditor are authorized to execute this intergovernmental agreement with the undersigned fire protection agencies.

 

Section 2. The Council declares that an emergency exists because it is important that the fire protection agencies provide for mutual aid assistance in marine fire emergencies; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
