ORDINANCE No. 176770

 

*Authorize an Intergovernmental Agreement with Portland State University to conduct a weight study of residential disposal and recycling services in the amount of $91,768 (Ordinance)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  Both the State of Oregon and the City of Portland have adopted aggressive waste reduction goals that rely on increasing recycling for all sectors, residential, multifamily and commercial.

 

2.  In Resolution 36059, passed on March 13, 2002, Council accepted the Office of Sustainable Development’s report, “Beyond 60 Percent: Program Strategies for Achieving the 2005 Solid Waste Recycling Goal” that outlined the Solid Waste and Recycling Division’s plan to increase the recycling rate, prevent waste and incorporate sustainability into programs.

 

3.  OSD has entered into prior Intergovernmental Agreements with PSU to conduct studies of residential disposal weights. PSU has conducted on-route weighing of residential garbage containers in Portland since 1992, when franchising began. OSD uses this date for solid waste ratemaking purposes.

 

4.  This IGA will begin July of 2002 and be in effect for a two year period until June 30, 2004. Funds are available for the first year of the study in the Solid Waste Management Fund, FY 02-03 Adopted Budget, Office of Sustainable Development, Center Code, 155-10-001, Account No. 521000. Additional Funds are available for the remainder of the contract.

 

 

NOW, THEREFORE, the council directs:

 

 a.  The Director of the Office of Sustainable Development and Auditor are authorized to execute a contract with Portland State University for the purpose described in Section 1, in the amount of $91,768.

 

 b.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Solid Waste Management Fund Budget when demand is presented and approved by the proper authority.

 

 

 

Section 2.  The Council declares that an emergency exists in order to perform services required for solid waste ratemaking purposes. PSU work plan is to begin July 2002 and run through June 30, 2004. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
