ORDINANCE NO. 176769

*Authorize a contract and provide payment for seismic strengthening and maintenance of Larson’s Bridge. (Ordinance)

The City of Portland ordains:

Section 1. The Council finds:

1.  The Bureau of Water Works requires the construction of seismic upgrades to and maintenance of Larson’s Bridge located within the Bull Run Watershed. Upgrades include seismic strengthening to the bridge’s foundation and superstructures and painting of the bridge and conduit.

2.  The Engineer’s estimate for the seismic upgrades and maintenance is $800,000, allocated for FY02-03.

3.  Appropriations for the seismic upgrade construction and maintenance are included in the Bureau’s FY02-03 Capital Improvement Program.

NOW, THEREFORE, The Council directs:

a.  That the Commissioner of Public Affairs and Auditor are authorized to execute on behalf of the City a contract with the lowest responsive and responsible bidder for the project described in Section 1 hereof, in accordance with the plans and specifications on file with the Purchasing Agent.

b.  The Mayor and the Auditor hereby are authorized to draw and deliver checks chargeable to the FY02-03 Budget, Water Fund, Account 563000, Project 3275, Center Code 18089906, when demand is presented and approved by the proper authorities.

Section 2. The Council declares that an emergency exists because overwater construction can only occur during certain times of the year to avoid endangered salmon present in the Bull Run River. Therefore, construction must begin in early fall to allow completion of the necessary elements during the allotted construction times.
