ORDINANCE NO. 176767

 

Accept a grant from the Oregon Watershed Enhancement Board in the amount of $655,000 to restore the Johnson

Creek/Kelley Creek Confluence (Ordinance)

 

The City of Portland ordains:

 

Section 1 the Council finds that:

 

1.  The City of Portland recently competed the “Johnson Creek Restoration Plan” which outlines restoration needed along the main stem of Johnson Creek and some tributaries.

 

2.  In June, 2001, the City Council adopted the Restoration Plan and the city’s guidance for recovery of salmonid species in Johnson Creek.

 

3.  One of the highest priority areas for restoration is along Johnson Creek near Lower Powell Butte. This grant provides approximately 75 percent of the funding needed to restore the Johnson Creek/Kelley Creek confluence.

 

4.  The grant from the Oregon Watershed Enhancement Board requires a 25 percent match. Local match in the amount of $163,750 will be provided in the form of salary, benefits and services in the Alsop/Brownwood Restoration Project budget. This match was generated from the BES CIP program.

 

NOW THEREFORE, The Council directs:

 

a.  The Mayor is hereby authorized to accept on behalf of the City of Portland a grant from the Oregon Watershed Enhancement Board in the amount of $655,000.

 

b.  The FY 02/03 budget is hereby amended as follows:

Section 2. The Council declares that an emergency exists because to delay accepting these funds would delay the design and construction of this project which will deprive citizens of the benefits these grant funds will provide; therefore this ordinance shall be in full force and effect from and after its passage by the Council.
