ORDINANCE No. 176760

 

*Contract with Lloyd District Transportation Management Association for $75,000 to provide transportation-related services. (Ordinance)

 

The City of Portland ordains:        

 

Section 1.  The Council finds:

 

1.  The Parking Meter District Policy (1996) provides guidelines and direction for distribution of net revenues generated by on-street parking meters. The policy recommends the majority of net revenues support transportation and parking programs within meter districts.  

 

 2.  The Lloyd District On-Street Parking Management Plan (1997) calls for the installation of meters in the Lloyd District to address commuter parking and parking turnover.

 

 3.  The Revenue Allocation Advisory Committee (RAC), which is called for in both the Parking Meter District Policy and the Lloyd District On-Street Parking Management Plan, met from October 1997 to January 1998. The RAC reviewed over 25 projects and selected the following as their priorities: Support of the Lloyd District Transportation Management Association (TMA) to provide a variety of transportation projects for the district; support of the extension of Fareless Square to the Lloyd District; and development of a Lloyd District holiday shopping shuttle.

 

NOW, THEREFORE, the Council directs:

 

 a.  The Commissioner of Public Utilities and the Auditor are hereby authorized to enter into a two-year contract with the Lloyd District TMA in an amount not to exceed $75,000, in accordance with the contract attached only to the original of this document.

 

 b.  The Mayor and the Auditor are authorized to draw and deliver warrants chargeable to the Bureau of Transportation System Management FY02-03 and FY03-04 Adopted Budgets, when demand is presented and approved by the proper authorities.  

 

Section 2.  The Council declares that an emergency exists because delay in executing this agreement will delay the benefits of the contracted services; therefore, this Ordinance shall be in full force and effect from and after its passage by the Council.
