ORDINANCE No. 176753
*Authorize the Portland Police Bureau to enter into an Intergovernmental Agreement with the Oregon Military Department to provide construction service necessary to prepare police training props (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Police Bureau has been using vacant houses on the Dammasch Hospital grounds as props for training. The State has closed the Dammasch site forcing the Bureau to accelerate plans for a tactical operations center at the Oregon National Guard’s Camp Withycombe in Clackamas County Oregon.
2. The Police Bureau is leasing space at Camp Withycombe for training purposes. Last year the Bureau purchased two derelict houses, for $1.00 each, and moved them to the Camp. These structures were purchased to replace the Dammasch props for the training of officers.
3. The structures require minor construction to make them usable as training props. The Oregon National Guard (Guard) is able, and desires, to provide the necessary construction.
4. The Police Bureau requests authorization to enter into an agreement with the Guard whereby the Guard will complete the construction required on the training props. The compensation to the Guard to cover materials and services is not to exceed $15,000.
NOW, therefore, the Council directs:
a. The Mayor and City Auditor are hereby authorized to enter into an inter-governmental agreement with the Oregon National Guard to complete construction on the two City owned structures at Camp Withycombe as described in the attached exhibits.
Section 2. The Council declares that an emergency exists because delay in proceeding with this agreement will unnecessarily deprive the Police Bureau of the benefit of training props; therefore this ordinance shall be in force and effect from and after its passage by the Council.
