ORDINANCE NO. 176747

 

* Authorize a contract and provide for payment for Business Assessment Services of the parking garage system (Ordinance)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The City of Portland owns seven garages managed and operated as an enterprise parking garage system (Garage System). Revenues produced by this system go into the City’s Parking Fund. This fund supports Garage System operations and upkeep and provides ongoing support for other Central City goals.

 

2.  The Parking Fund is experiencing a draw down of it reserves as the cost to fund City goals and its own operations significantly exceed the revenues flowing into the System.

 

3.  The Garage System has operated under one business model with one set of service providers for more than fifteen years without an impartial assessment of its operational components.

 

4.  Objective Business Assessment Services for this valuable City asset are needed to provide the City with reliable measurements for realistic revenue flow and operational costs to assess the responses to the Garage Services RFP going out in early September.

 

5.  A competitive procurement process and impartial consultant evaluation committee method shall be used to select a skilled consultant.

 

6.  The Parking Fund has sufficient funds budgeted to cover the cost of this project.

 

NOW THEREFORE, the Council directs:

 

a.  The Mayor and the Auditor are hereby authorized to execute a contract, to be approved by the City Attorney, with the most responsive and responsible consultant for Business Assessment Services for the City’s Garage System, in accordance with the scope of work contained in the Request for Proposals filed with the Purchasing Agent.

 

b.  The Mayor and the Auditor hereby are authorized to draw and deliver check(s) chargeable to the 2002-2003 Parking Fund budget, when demand is presented and approved by the proper authorities.

 

Section 2.  

 

The Council declares that an emergency exists because a delay may result in additional expense, and will unnecessarily deprive the City of the benefits of completion of the contract at an early date; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
