ORDINANCE No. 176735
*Authorize continuation of the Employee Transition Services Program, and declare Fiscal Emergency for FY 2002-03 (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. Ordinance No. 175332, passed by Council on February 14, 2001, authorized a comprehensive Employee Transition Services Program to assist in the transition of employees during periods of fiscal emergency, resource constraints and/or reorganization.
2. Ordinance No. 176020, passed by Council on October 17, 2001, made modifications to the Employee Transition Services Program established by Council on February 14, 2001.
3. Council via Ordinance No. 175332 declared a fiscal emergency for the period February 14, 2001
through June 30, 2002.
4. While City bureaus made significant reductions, which are included in the FY 2002-03 Adopted
Budget, the City continues to face fiscal challenges and bureaus continue to implement reductions and reorganizations to achieve savings.
5. It is, therefore, prudent and in the best interests of the City to extend the declaration of fiscal
emergency through June 30, 2003 in order that bureaus can achieve savings and the provisions of the Employee Transition Services Program continue to be available to impacted employees.
NOW, THEREFORE, the Council directs:
a. A fiscal emergency shall remain in effect for the period July 1, 2002 through June 30, 2003.
b. The Director of the Bureau of Human Resources is authorized to continue the elements of the Employee Transition Services Program, as authorized by Ordinance 176020, for
the period July 1, 2002 through June 30, 2003.
c. The Director of the Bureau of Human Resources is authorized to bargain, as necessary, the extension of the Employee Transition Services Program.
d. The Bureau of Financial Services will work with the Bureau of Human Resources and City bureaus on funding the elements of the Employee Transition Services Program, which are utilized to achieve reductions and savings.

Section 2. The Council declares that an emergency exists in order that there be no delay in declaring a fiscal emergency for FY 2002-03 and in extending the Employee Transition Services Program; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
