Ordinance No. 176734

 

*Contract with Parsons Brinckerhoff Quade & Douglas, Inc. for an amount not to exceed

$100,000 to assist the City with the development of the River Plan and provide payment.(Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds that:

 

1.  Resolution No. 35742, passed by the City Council on November 25, 1998, directs the Bureau of Planning in collaboration with other Bureaus to prepare a work program for a planning project that will result in a comprehensive revision of the Willamette Greenway Plan. Resolution No.35978, passed by the City Council on March 21, 2001, resolves that revisions to the Willamette Greenway Plan will include incentives, acquisition and mitigation strategies, guidelines, regulations, stewardship partnerships, and other strategies and actions that consider the research and planning undertaken by other River Renaissance or related projects. This contract will assist in the development of the comprehensive revision.

 

2.  Resolution No. 35978, passed by the City Council on March 21, 2001, directs the City to engage in a broad public discussion of the issues and priorities reflected in the River Renaissance vision themes that will lead to draft Comprehensive Plan goals and policies to provide the underpinning of future planning and implementation. This contract will provide assistance in designing and conducting public discussions.

 

3.  The Bureau of Planning requires a consultant team to design and lead a series of public discussions of river-related issues and to develop a draft River Concept for the Willamette River that is guided by the River Renaissance Vision. The consultant's work will be substantially in conformance with Exhibit A of the Agreement for Professional, Technical, or Expert Services.

 

4.  A request for proposals was issued on April 5, 2002 and six proposals were received on April 22, 2002. A five-person committee, comprised of representatives from the Bureau of Planning, Bureau of Parks and Recreation, Portland Development Commission, and a citizen representative evaluated the proposals from April 23-30, 2002 and held interviews on April 29, 2002 and April 30, 2002. The committee recommends selection of Parsons Brinckerhoff as the lead consultant.

 

5.  Funds for this contract are available in the current fiscal year budget and will be drawn from the General Fund Account 510-81-803.

 

NOW THEREFORE, the Council directs

 

A.  The Mayor and Auditor are hereby authorized to execute the agreement attached as Exhibit A.

 

B.  The Mayor and Auditor are authorized to provide for payment chargeable to the applicable budgets when demand is presented and approved by the appropriate

authorities.

 

Section 2. The Council declares an emergency exists because of the need to meet existing project deadlines; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
