ORDINANCE NO. 176730

 

* Agreement with Cascade AIDS Project for $439,125 for the Cascade Aids Project HIV/AIDS Housing Program and provide for payment. (Ordinance)

 

The City of Portland ordains:

 

SECTION 1. The Council finds that:

 

1.  The City has been awarded funds from the Housing Opportunities for Persons with AIDS (HOPWA) program of the U.S. Department of Housing and Urban Development to fund projects to assist individuals with HIV/AIDS within a six-county area known as the Portland EMA.

 

2.  Cascade AIDS Project submitted a proposal to provide the following services within the Portland EMA: the Transitional Housing Program, which provides transitional housing units to homeless clients who are living with HIV and AIDS; the Warehouse Project, providing furniture and furnishings to homeless clients transitioning to independent living, and assisting them in moving in to their transitional or permanent home; and the Resident Services Program/Rental Assistance Fund Administrator, a position that will link residents of HOPWA-assisted housing with necessary health, mental health and social services and that will administer the Rental Assistance Fund established to increase the affordability of housing options for area residents living with HIV and AIDS.

 

3.  Cascade AIDS Project has the experience and capacity to provide these services and administer these funds.

 

4.  The Portland EMA HIV/AIDS Housing Committee recommended funding of this program. Funding for this Agreement is available in the FY 2002-03 HCD budget from the HOPWA and General Fund.

 

5.  The City now wishes to enter into an agreement with Cascade AIDS Project in the amount of $439,125 to support the Transitional Housing Program, the Warehouse Project, the Resident Services Specialist Position and to fund the Rental Assistance Fund.

 

 

NOW, THEREFORE, the Council directs:

a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Cascade AIDS Project for the Cascade Aids Project HIV/AIDS Housing Program in a form substantially in accordance with the agreement attached as Exhibit A (attached to original ordinance only).

 

b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing Opportunities for Persons With Aids Fund.

 

 

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Cascade AIDS Project's ability to provide the Cascade Aids Project HIV/AIDS Housing Program; therefore, this ordinance shall be in force and effect from and after its passage by Council.
