ORDINANCE NO. 176728
* Agreement with Housing Development Center for $127,562 to provide technical services to non-profit developers of affordable housing and provide for payment. (Ordinance)
The City of Portland ordains:
SECTION 1. The Council finds that:
1. The Consolidated Plan recognizes the important role of non-profit housing developers in furthering the City's housing and community development objectives and calls for the City to support these organizations.
2. The Housing Development Center provides technical services to non-profit housing developers including financial packaging and construction management.
3. BHCD provides support to HDC in order to further the development of skills by nonprofit
project sponsors and help cover costs associated with pursuing housing development opportunities that do not have access to development fees or other resources to defray these expenses.
4. HDC will charge fees to clients for services provided for eligible projects whenever possible. On average fees charged will equal at least 65% of the cost of services.
5. The approved FY 2002-2003 Housing and Community Development budget authorizes funding in the amount of $127,562 to support the technical assistance services of the Housing Development Center.
6. The Housing Development Center has received City support since FY 92-93.
7. The City now desires to enter into an agreement in the amount of $127,562 with the Housing Development Center to support technical services to non-profit developers of affordable housing.
NOW, THEREFORE, the Council directs:
a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Housing Development Center to provide technical services to non-profit developers of affordable housing in a form substantially in accordance with the agreement attached as Exhibit A.
b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing and Community Development Fund and General Fund.
Section 2. The Council declares that an emergency exists because delay in funding would interrupt Housing Development Center's ability to provide technical services to non-profit developers of affordable housing; therefore, this ordinance shall be in force and effect from and after its passage by Council.
