ORDINANCE NO. 176720

* Agreement with Outside-In for $23,835 for the Needle Exchange program and provide for payment. (Ordinance)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  There is a need to provide needle exchange services.

2.  Outside In currently provides those services with its Needle Exchange Program.

3.  The City's adopted FY 02/03 budget contains $23,835 for Outside In to provide the full range of services through the fiscal year.

4.  The City and Outside In now desire to enter into a formal agreement in the amount of $23,835 to provide these services for FY 02/03.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Works is hereby authorized to enter into an agreement with Outside-In for the Outside-In Needle Exchange in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).

b.  The Mayor and City Auditor are hereby authorized to pay for said contract from the General Fund.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Outside-In's ability to provide the Outside-In Needle Exchange; therefore, this ordinance shall be in force and effect from and after its passage by Council.
