ORDINANCE No. 176704
* Authorize an Intergovernmental Agreement with Portland Public Schools District No. 1, for the purpose of constructing a bio-filtration vegetated swale on Beach Elementary School property, Project No. 7227 (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. Construction of the bio-filtration vegetated swale will remove Beach Elementary School parking lot stormwater runoff from the public combination sewer and will promote clean river objectives.
2. The bio-filtration vegetated swale will provide an excellent opportunity to educate elementary school children in the science and mechanics of stormwater quality management and environmental sustainability.
3. The swale will negate the replacement of 165 lineal feet of sanitary sewer pipe, thus delivering a cost savings to the City of approximately $1,750. In addition to this initial capital savings, stormwater runoff from a parking lot will be permanently removed from the public sewer conveyance and treatment system.
4. The swale will provide the school a tool with which to develop a connection between the children and their environment and to promote responsible stewardship.
5. Funds are reflected in the Sewer System Operating FY 2002-2003 Proposed Budget, Bureau of Environmental Services, Center Code 145 22 110, Project No. 7227, Account No. 521000.
6. The construction cost of project No. 7227 is estimated to be approximately $40,000. The estimated cost for the vegetated swale that will be constructed as part of that project is approximately $5,000.
NOW, THEREFORE, the Council directs:
a. The Director of Environmental Services to enter into an intergovernmental agreement with Portland Public Schools District No.1 to construct a bio-filtration vegetated swale at Beach Elementary School.
b. That funds from the Sewer System Operating Fund Budget be used to pay for costs associated with construction of the bio-filtration vegetated swale at Beach Elementary School, when demand is presented and approved by the proper authority.
Section 2. The Council declares that an emergency exists, because the time to construct the swale before it impacts school activities is short. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
