ORDINANCE No. 176696

 

* Authorize Intergovernmental Agreement with Tri-Met to provide regional Congestion Mitigation and Air Quality funds for programs and initiatives to promote alternative transportation use, reduce vehicle miles traveled and improve air quality. (Ordinance)

 

The City of Portland ordains:        

 

Section 1.  The Council finds:

 

1.  Cars and trucks are the primary source of greenhouse gases and air pollution in the Portland metropolitan region.

 

2.  While the Portland regional population increased by 38 percent between 1980 and 1999, annual vehicle miles traveled (VMT) increased by 122 percent. Per capita VMT also nearly doubled from 1980 to 1993.

 

3.  Reducing single occupancy vehicle trips by promoting smart transportation choices will reduce green house gas emission, improve air quality and reduce traffic congestion.

 

4.  The Vision for the Portland Office of Transportation calls for a balanced, multi-modal transportation system where residents will have a broad range of safe and convenient transportation options and will frequently walk, bicycle, carpool or ride public transit as their first choice of transportation.

 

5.  Tri-Met has agreed to provide regional Congestion Mitigation and Air Quality funds for the City’s web-based Carpool Matching program, CarpoolMatchNWorg; the City’s targeted marketing pilot project; and the City’s Marquam Hill bicycle program.

 

6.  These programs and initiatives provide a benefit to the City, the region and to Tri-Met in that they encourage alternative transportation use and help the City and the region achieve their goals to reduce vehicle miles traveled.

 

7.  The City and Tri-Met have authority to enter into the Agreement under ORS Chapter 190.

 

NOW, THEREFORE, the Council directs:

 

a.   The Commissioner of Public Utilities and the Auditor are authorized to enter into an agreement substantially in conformance with Attachment 1.

b.  The Mayor is authorized to sign an agreement substantially similar in form to the agreement attached as Attachment 1, with such changes as are approved by the City Transportation Engineer and the City Attorney’s office that do not affect the agreement amount.

 

c.  The Mayor and Auditor are hereby authorized to draw and deliver warrants chargeable to the Office of Transportation/Transportation Options Division.

 

Section 2.  The Council declares that an emergency exists because a delay in proceeding with this project could delay completion of the project on schedule. Therefore, this ordinance shall be in full force and effect from and after its passage by the Council.
