ORDINANCE NO. 176692

 

*Amend contract with Interface Engineering, Inc. to provide mechanical engineering services for The Portland Building HVAC Retrofit Design (Ordinance; amend Contract No. 32321)

 

The City of Portland ordains:

 

Section 1.  The Council finds:

 

1.  The City entered into Contract No. 32321 in the amount of $19,296 on June 11, 1999 for Interface Engineering, Inc. to provide mechanical engineering services under a flexible service agreement.

 

2.  This Contract was as a result of a competitive RFSS process to select mechanical engineers.

 

3.  On May 22, 2001, Contract No. 32321 was extended for an additional one (1) year period until June 1, 2002.

 

4.  The City of Portland and Interface Engineering wish to renew Contract No. 32321, as previously amended, for an additional one (1) year period retroactively back to June 2, 2002 until June 1, 2003.

 

5.  Interface Engineering’s first work under this Contract began in 2001 when they were asked to evaluate The Portland Building’s HVAC system. Interface Engineering has conducted an extensive evaluation of The Portland Building’s HVAC system and has provided a report of their findings and recommendations related to the system.

 

6.  Additional services beyond the original contract have been required:

 

a.  Interface Engineering will prepare mechanical construction drawings and technical specifications for replacement of mechanical equipment as described in the attached Exhibit 1.

 

7.  7.  The fee for the additional services listed in paragraph 6 above is $24,250. A balance of $10,496 remains in the contract.

 

8.  The Bureau of General Services recommends that Contract No. 32321, as previously amended, with Interface Engineering be amended to provide added mechanical engineering services for The Portland Building Retrofit Design by $15,000 for a total contract amount of $34,296.

 

NOW, THEREFORE, the Council directs:

 

a.  The Mayor and Auditor are hereby authorized to amend Contract No. 32321, as previously amended, with Interface Engineering to increase the contract amount by $15,000 for a total contract amount of $34,296, for additional services as described in paragraph 6 above required as part of The Portland Building HVAC Retrofit Design, and extend the expiration date for an additional one (1) year period retroactively back to June 2, 2002 until June 1, 2003.

b.  The Mayor and the Auditor are authorized to draw and deliver checks chargeable to the fiscal year 2002-03 budget of Facilities Services when demand is presented and approved by the proper authorities.

 

Section 2.  The Council declares that an emergency exists because a delay will unnecessarily deprive the City of the benefits of completion of the work at an early date; therefore, this Ordinance shall be in force and effect from and after its passage by the Council.
