ORDINANCE No. 176679 AS AMENDED

 

 Adopt a new classification and compensation plan for Nonrepresented classifications and administrative staff of Elected Officials, specify the effect upon employees moving to the classification and compensation plan and establish an effective date. (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  City Charter Section 4-201 (3) requires periodic review of the classification plan of all City service positions. The classification and compensation of Nonrepresented positions have not been reviewed since 1990.

 

2.  The City of Portland requires the development and implementation of an updated classification and compensation system for Nonrepresented positions in order to: be responsive to the City's business environment; recognize changes in work which have occurred over the last twelve years; and recruit, retain, and motivate qualified employees.

 

3.  The scope and complexity of the review required external classification and compensation expertise to assist the Bureau of Human Resources in achieving the review’s goals and objectives, and accordingly, the Council approved a contract with Reward Strategy Group, Inc. for this purpose.

 

4.  The review has been completed and results are consistent with the Council’s Total Compensation Policy for establishing wages and benefits, which takes into account internal and external equity and the City’s ability to pay.

 

5.  Citywide performance appraisal and pay-for-performance systems are supported by the implementation plan.

 

6.  The implementation plan allows for phasing in initial elements of the reformed classification and compensation structure, taking into account the City’s financial constraints and resources.

 

7.  Bureaus will be responsible for absorbing the cost of the implementation of the new classification and compensation structure through efficiencies; and adjustments to the budget necessary to absorb these costs is anticipated to be included in the Fall Bump.

 

 

NOW, THEREFORE, the Council directs:

 

a.  The classification plan (Exhibit A), corresponding rates of pay (Exhibit B), and the implementation plan (Exhibit C) for the classes listed in Exhibit A, attached, are hereby established for nonrepresented classifications, effective July 1, 2002.

 

b.  The Bureau of Human Resources shall maintain this classification and compensation plan through periodic occupational studies and market surveys.

 

c.  Based on a compensation analysis conducted as part of the Nonrepresented employees classification and compensation review, the following classifications and salary ranges for administrative staff of the Mayor and Commissioners are established effective July 1, 2002 as follows:

d.  The Implementation Plan (Exhibit C) for the reformed classification and compensation structure shall not apply to the administrative staff of the Mayor and Commissioners, as the Bureau of Human Resources Administrative Rules Section 8 allows the Mayor and Commissioners to designate and change the wage of their employees within the pay range specified for their classifications at any time.

 

e.  As the implementation plan allows for phasing in initial elements of the classification and compensation structure, taking into account the City’s financial constraints and resources, the Bureau of Human Resources shall develop recommendations to the Council for implementing additional elements including: an enhanced performance appraisal system with broader pay for performance options, a common salary review date to aide in making performance-based pay decisions, and a strategy for maintaining the nonrepresented employee compensation plan’s relationship with market.

 

f.  Bureaus shall review efficiencies to offset the costs of the implementation of the classification and compensation structure with their Commissioner during FY 2002-2003.
