ORDINANCE NO. 176676
* Authorize a contract with Daniel C. Smith and Associates/Vitetta and the Police Bureau to develop a conceptual program and site master plan for a Regional Public Safety Training Academy. (Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Police Bureau wishes to determine the feasibility of developing a Regional Public Safety Training Academy (RPSTA) including classrooms, administrative buildings, a driving track, firing range with long gun capability, tactical village, skid pad, etc. on a portion of the “Meier Site” in Scappoose, Oregon. The project requires a preliminary rough order of magnitude construction cost estimate and conceptual drawings based on available land.
2. The City of Scappoose is currently proposing to the Land Conservation and Development Commission to include the Meier Site within the urban growth boundary. The proposal will go to public hearings in four weeks and then to the Scappoose Planning Commission and Columbia County.
3. Research is underway on the availability of funding for the academy through the Department of Homeland Security. These funds are dispersed by priority and delays could jeopardize the City’s and Bureau’s ability to secure federal funding.
4. When the City interviewed contractors for the facilities master plan Daniel C. Smith and Associates was the only firm with recent experience with public safety academies. The firm is committed to providing the necessary documentation on short notice. Due to the time constraints the Police Bureau requests sole source status with Daniel C. Smith and Associates for this project.
5. Funding for this contract will be from the police facilities reserve held by the Bureau of General Services. Compensation to the contractor is not to exceed $12,000.
NOW, therefore, the Council directs:
a. The Mayor and City Auditor are hereby authorized to enter into a sole source professional services contract between the City of Portland and Daniel C. Smith and Associates as detailed in the attached contract marked as Exhibit A.
Section 2. The Council declares that an emergency exists because delay in proceeding with this agreement will unnecessarily deprive the City of Portland and Daniel C. Smith and Associates of the mutual benefits of this agreement; therefore this ordinance shall be in force and effect from and after its passage by the Council.
