ORDINANCE NO. 176670
*Apply for a grant from U. S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance to reduce crime and improve public safety (Hearing; Ordinance)
The City of Portland ordains:
Section 1. The Council finds:
1. The Bureau of Justice Assistance (BJA) has made funds available to units of local government under the Local Law Enforcement Block Grants (LLEBG) Program for the purposes of reducing crime and improving public safety since 1996. The LLEBG Program is a formula program based on a jurisdiction’s number of UCR Part 1 violent crimes reported to the FBI.
2. For Federal fiscal year 2002 the LLEBG application period ends July 17, 2002. The program areas of the LLEBG Program include law enforcement support for hiring, overtime, procuring equipment, enhancing security measures in and around schools, supporting drug courts, enhancing adjudication of cases involving violent offenders, establishing multi-jurisdictional task force, establishing crime prevention programs and defraying costs of indemnification insurance for officers.
3. The Portland Police Bureau with its community partners has identified various projects, in conjunction with its strategic plan, within the eligible program areas that will augment bureau efforts toward reducing crime, improving public safety and enhancing community livability.
4. As required of the grant application process, an advisory board has been selected representing the prosecution office, the court system, public schools, non-profit and local law enforcement agencies. The role of the advisory board is to review and make non-binding recommendations for the proposed use of the funds. The advisory Board meeting was held on June 24, 2002.
5. Multnomah County initiated the disparate jurisdiction process and the City was certified as a 200% disparate jurisdiction. As a result the City of Portland and Multnomah County will come to an agreement on how to share the $1,309,182 eligible award.
6. By establishing this ordinance as a HEARING: Ordinance, the police bureau is encouraging community participation through the public hearing format during council session. This will also be publicized through the council agenda as a public hearing.
7. The grant requires a 10% match estimated to be $85,000. The source of the will be identified in the grant acceptance ordinance.
NOW, therefore, the Council directs:
a. The Mayor is authorized to apply for a grant from the U.S. Department of Justice Local Law Enforcement Block Grant Program
Section 2. The Council declares that an emergency exists so this application may be submitted to the Bureau of Justice Assistance prior to the due date; therefore, this ordinance shall be in force and effect from and after its passage by the Council.
