ORDINANCE NO: 176666

* Amend the text of Ordinance with Portland Community College to develop an employer linked health care job training and placement program for low-income residents and provide for payment (Ordinance)

Section 1.  The Council finds that:

The City of Portland ordains:

1.  The City is entitled to receive Community Development Block Grant (CDBG) funds from the federal Department of Housing and Urban Development (HUD).

2.  In response to the recession in Oregon, the Subrecipient has submitted a proposal to develop an employer linked health care job training and placement program for low-income residents.

3.  When it became clear that CDBG funds were not appropriate for this purpose, BHCD arranged an exchange of funds with the Bureau of Planning. CDBG funds from the 01-02 supplemental budget will be used to support Planning’s St. John’s/Lombard Plan ($200,000) and the North Macadam Plan, ($200,000). In return, Planning has transferred a total of $400,000 in General Fund ($200,000 for this PCC project and $200,000 for another job training/placement contract) to BHCD.

4.  Funding this type of workforce development activity meets the goals and objectives of the Housing and Community Development (HCD) Program.

5.  The City now desires to enter into a formal agreement with the Subrecipient to operate this program.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Finance and Administration is hereby authorized to enter into an agreement with Portland Community College to provide $200,000 to support the development of an employer linked health care job training and placement program in accordance with the Agreement attached as Exhibit A (attached to original ordinance).

b.  The Mayor and City Auditor are hereby authorized to pay for said contract with Community Development Block Grant funds.

Section 2. The Council declares that an emergency exists because delay in implementation of the action herein could result in an inability to provide necessary services in a timely manner; therefore, this Ordinance shall be in force and effect from and after its passage by Council.
