ORDINANCE NO. 176665

* Agreement with Housing Development Center for $53,043 for the Contractor Support Program and provide for payment. (Ordinance)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  A City goal is to stimulate the awarding of contracts to firms that are in the Minority Business Enterprise (MBE), Women’s Business Enterprise (WBE), Emerging Small Business (ESB) classifications. Increasing the number contracts to MBE, WBE and ESB firms will help in addressing barriers to equal participation in contracting and contractor employment.

2.  Many of these firms are in need of technical assistance to help improve construction practices and business management, thereby enabling them to increase their work capacity, help insure their long-term viability, and increase profitability.

3.  The Housing Development Center over the past six years has operated a technical support program for these enterprises.

4.  The approved FY 02/03 Housing and Community Development budget authorizes funding in the amount of $53,043 to support the Contractor Support Program at the Housing Development Center.

5.  The City now desires to enter into an agreement in the amount of $53,043 with the Housing Development Center to continue support for the Contractor Support Program.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Works is hereby authorized to enter into an agreement with Housing Development Center for the Contractor Support Program in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).

b.  The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing and Community Development CDBG Fund.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Housing Development Center's ability to provide the Contractor Support Program; therefore, this ordinance shall be in force and effect from and after its passage by Council.
