* Agreement with REACH Community Development, Inc. for $71,610 for the Community Builders Program and provide for payment (Ordinance)

The City of Portland ordains:

Section 1. The Council finds that:

1.  Portland's FY 02/03 application for Housing and Community Development Block Grant program identified Affordable Home Repair and Rehabilitation as a Community need to be met.

2.  Low income Portland residents have a need for minor home rehabilitation, primarily safety, blight removal, accessibility work, and maintenance which they are not able to perform and can not afford.

3.  REACH Community Development Corporation agrees to provide the Community Builders Program, which offers minor home repairs and painting at no cost to low-income families, with an emphasis on working in Target Area Neighborhoods.

4.  There are funds available in the approved FY 2002-2003 Community Development Block Grant (CDBG) program budget for this agreement.

5.  An agreement should be entered into with REACH CDC in the sum of $71,610 to provide funding for the Community Builders Program.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Works is hereby authorized to enter into an agreement with REACH CDC, Inc. for the Community Builders Program in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).

b.  The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing and Community Development CDBG Fund.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Reach's ability to provide the Community Builders Program; therefore, this ordinance shall be in force and effect from and after its passage by Council.
