* Agreement with the Metro Home Safety Repair Program for $138,105 for the Senior Home Repair and Maintenance Program and provide for payment.
The City of Portland ordains:
Section 1. The Council finds that:
1. Portland's FY 02-03 application for Housing and Community Development Block Grant program identified Affordable Home Repair and Rehabilitation, as a Community need to be met.
2. Low-income elderly and disabled Portland residents have a need for minor home rehabilitation, primarily safety and accessibility work, and maintenance which they are not able to perform and can not afford.
3. Low income Portland residents have need of plumbing repairs that will support conservation efforts and affect water and sewer usage costs.
4. Elderly Portland workers have need for part-time employment.
5. The Metro Home Safety Repair Program to provide a service of matching the elderly person's needs for home repair and maintenance with the need for employment.
6. In the FY 02-03 budget, Council approved CDBG funding for Housing Services under the Mini Housing Rehabilitation Program Administered by the Bureau of Housing and Community Development. An RFP was conducted and the awards panel recommended, and the Commissioner of Public Affairs approved, an award for continuation of the Senior Home Repair and Maintenance Program for $138,105.
7. An agreement should be entered into with the Metro Home Safety Repair Program in the sum of $138,105 to provide funding for the Senior Home Repair and Maintenance Program.
NOW, THEREFORE, the Council directs:
a. The Commissioner of Public Affairs is hereby authorized to enter into an agreement with the Metro Home Safety Repair Program to provide $138,105 for the Senior Home Repair and Maintenance Program in a form substantially in accordance with the agreement attached as Exhibit A (attached to original ordinance only).
b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Community Development Block Grant fund.
Section 2. The Council declares that an emergency exists because delay in funding would interrupt the Metro Home Safety Repair Program’s ability to provide the Senior Home Repair and Maintenance Program; therefore, this ordinance shall be in force and effect from and after its passage by Council.
