* Agreement with Catholic Charities for $24,697 to provide the Southeast Asian Youth Outreach Project and provide for payment (Ordinance)

The City of Portland ordains:

Section 1. The Council finds that:

1.  The Southeast Asian Summer Youth Program is a summer project providing outreach and recreational/cultural services targeting youth who are at risk of gang involvement and their families.

2.  Catholic Charities has been providing services to the Southeast Asian community for several years and has the expertise to provide the needed services to affected youth and families.

3.  Catholic Charities is willing to provide these services using General funds in the amount of $24,697.

4.  Appropriations in the amount of $24,697 are available within the Bureau of Housing and Community Development's FY02-03 approved budget in the Public Safety Program.

5.  The City Council needs to enter into a formal agreement with Catholic Charities in an amount not to exceed $24,697 for the Asian Youth Outreach Project in a form substantially in accordance with the agreement attached as Exhibit A.

NOW, THEREFORE, the Council directs that:

a.  The Commissioner of Public Works is hereby authorized to enter into an agreement with Catholic Charities in an amount not to exceed $24,697 for the Asian Youth Outreach Project in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).

b.  The Mayor and City Auditor are hereby authorized to pay for said agreement from the General Fund.

Section 2. The Council declares that an emergency exists because the youth services are needed immediately; therefore, this Ordinance shall be in force and effect from and after its passage by Council.
