* Agreement with Southeast Uplift Neighborhood Program for $44,556 to conduct citizen participation activities in Bureau of Housing and Community Development target areas and Housing and Community Development-eligible neighborhoods and provide for payment (Ordinance)

The City of Portland ordains:

Section 1. The Council finds that:

1.  Southeast Uplift Neighborhood Program has provided citizen participation services to HCD-eligible inner and outer southeast Portland neighborhoods a number of years.

2.  Funding this type of activity meets the goals and objectives of the Housing and Community Development Program.

3.  There are funds available in the FY02/03 approved budget for the HCD Program to support the continuation of this program.

4.  An agreement should be entered into with Southeast Uplift Neighborhood Program in the sum of $44,556 to enable SEUL to continue to provide citizen participation services to BHCD target areas and low/moderate income neighborhoods of inner and outer southeast Portland.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Works is hereby authorized to enter into an agreement with Southeast Uplift Neighborhood Program to provide $44,556 for citizen participation activities, substantially in conformance with the agreement attached as Exhibit A (attached to the original ordinance only).

b.  The Mayor and City Auditor are hereby authorized to pay for said agreement, in accordance with the provisions of the agreement.

Section 2. The Council declares that an emergency exists because delay in implementation of the action herein could result in an inability to complete necessary improvements in a timely manner; therefore, this Ordinance shall be in force and effect from and after its passage by Council.
