* Agreement with Neighborhood House Early Head Start for $131,677 for early childhood development funding and provide for payment (Ordinance)

 

 

The City of Portland ordains:

 

SECTION 1. The Council finds that:

 

1.  Resolution No. 35914, adopted by the City Council August 23, 2000, declared Council's intention to create a $1 Million annual investment fund in support of early childhood development as a complement to infrastructure investments made in urban renewal districts.

 

2.  At this time the City desires to contract with non-profit and social service agencies and organizations to continue this commitment for 02-03 and provide child development services to the community.

 

3.  The City now wishes to enter a contract with Neighborhood House Inc., for $131,677 per year to provide childhood development services as described.

 

 

NOW, THEREFORE, the Council directs:

a. The Commissioner of Public Works is hereby authorized to enter into an agreement with Neighborhood House for the Neighborhood House Early childhood funding 03 in a form substantially in accordance with the agreement attached as Exhibit A (Attached to original ordinance only).

 

b. The Mayor and City Auditor are hereby authorized to pay for said contract from the Bureau of Housing and Community Development General Fund.

 

 

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Neighborhood House's ability to provide the Neighborhood House Early childhood funding 03; therefore, this ordinance shall be in force and effect from and after its passage by Council.
