ORDINANCE NO. 176654

* Agreement with Northwest Pilot Project for $423,063 for housing assistance for seniors and provide for payment. (Ordinance)

The City of Portland ordains:

SECTION 1. The Council finds that:

1.  Funding for assistance to homeless and at risk seniors to obtain and maintain permanent affordable rental housing meets the goals and objectives of the Housing and Community Development (HCD) Program.

2.  The Subrecipient has successfully provided services to homeless and at risk seniors.

3.  The City Council has authorized a total of $423,063: $159,455 in Housing Investment Funds (HIF), $32,491 in McKinney Supportive Housing Program (SHP) funds (Horizons – OR16B901006), $115,840 in McKinney Supportive Housing Program (SHP) funds (Pathways – OR16B001006) and $115,277 in Community Development Block Grant (CDBG) for assistance to homeless and at risk seniors for FY 02/03.

4.  The CITY is entitled to CDBG funds and was awarded SHP funds from the Federal Department of Housing and Urban Development (HUD) to provide homeless services.

5.  The CITY now desires to enter into a formal agreement with the Subrecipient to provide assistance to homeless and at risk seniors for FY 02/03.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Works is hereby authorized to enter into an agreement with Northwest Pilot Project housing assistance for seniors in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).

b.  The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing and Community Development Fund and Emergency Services Grant.

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Northwest Pilot Project's ability to provide the housing assistance for seniors; therefore, this ordinance shall be in force and effect from and after its passage by Council.
