ORDINANCE NO. 176653

 

* Agreement with Central City Concern for $541,642 to provide homeless services, including alcohol and drug services, employment services, and homeless facility maintenance and provide for payment (Ordinance)

 

The City of Portland ordains:

 

SECTION 1. The Council finds that:

 

1.  Funding for homeless services meets the goals and objectives of the Bureau of Housing and Community Development (BHCD).

 

2.  The Subrecipient has successfully provided a range of homeless services for homeless people

 

3.  The City Council has authorized $541,642 for alcohol and drug free transitional housing for homeless men and women, employment services for homeless men and women, and homeless facility maintenance for FY 02/03: $275,790 in Emergency Shelter Grant (ESG) funds, $207,004 in Community Development Block Grant (CDBG) funds, $58,848 in City General Funds.

 

4.  The City is entitled to receive ESG funds and CDBG funds from the Federal Department of Housing and Urban Development (HUD) to services for homeless people.

 

5.  The City now desires to enter into a formal agreement with the Subrecipient to provide homeless services, including alcohol and drug free transitional housing, employment services, and homeless facility maintenance.

 

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Works is hereby authorized to enter into an agreement with Central City Concern for the Central City Concern's omnibus contract to provide homeless services, including alcohol and drug free transitional housing, employment services, and homeless facility maintenance in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).

 

b.  The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing and Community Development Fund, Emergency Shelter Grant Fund and General Fund.

 

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Central City Concern's ability to provide the Central City Concern's omnibus contract to provide homeless services; therefore, this ordinance shall be in force and effect from and after its passage by Council.
