ORDINANCE NO. 176652

 

* Agreement with Neighborhood Pride Team for $60,000 to support microenterprise assistance programs and provide for payment. (Ordinance)

 

The City of Portland ordains:

 

 

1.  The City of Portland has entered into an agreement with The Neighborhood Partnership Fund and The Enterprise Foundation to provide operating support for an array of community development activities through the formation of the Portland Neighborhood Development Support Collaborative (PNDSC).

 

2.  Neighborhood Pride Team applied for funding through a competitive application process and was recommended to receive an investment in the amount of $78,000 in Collaborative funding for FY 2002-03. The City of Portland is contributing $60,000 in Community Development Block Grant Funds towards the award for their community economic development activities. (The Enterprise Foundation is providing $18,000 in funding for community building and organizational development activities.)

 

3.  Neighborhood Pride Team indicated in its request for funding that it would be undertaking the following activities in the period from July 1, 2002 to June 30, 2003.

 

A.  Hold four rounds of entrepreneurial training for low/moderate-income residents.

B.  Build via Trillium Artisans the skills of new and current microentrepreneurs to operate a sustainable home based business.

C.  Pending funding, operate a skills and resource center for local residents.

D.  Continue to conduct ambitious outreach activities.

 

4.  There are funds available in the approved FY 2002-03 Housing and Community Development CDBG Program budget for this agreement.

 

5.  The City now wishes to enter into an agreement in the amount of $60,000 with Neighborhood Pride Team to support their community economic development activities.

 

NOW, THEREFORE, the Council directs:

 

a.  The Commissioner of Public Works is hereby authorized to enter into an agreement with Neighborhood Pride Team in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).

 

b.  The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing and Community Development CDBG Fund.

 

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Neighborhood Pride Team’s offering of microenterprise programs; therefore, this ordinance shall be in force and effect from and after its passage by Council.
