ORDINANCE NO. 176648

 

* Agreement with Central City Concern for $105,000 to support its affordable housing projects and provide for payment. (Ordinance)

 

The City of Portland ordains:

 

1.  The City of Portland has entered into an agreement with The Neighborhood Partnership Fund and The Enterprise Foundation to support an array of community development activities through the formation of the Portland Neighborhood Development Support Collaborative (PNDSC).

 

2.  Central City Concern applied for funding through a competitive application process and was recommended to receive an investment in the amount of $125,000 in Collaborative funding for the period July 1, 2002 to June 30, 2003. The City of Portland is contributing $105,000 in Community Development Block Grant Funds to support Central City Concerns’ housing projects under this program.

 

3.  Central City Concern indicated in their request for funding application that they would be undertaking the following activities:

a.  Undertake pre-development, financing, and/or development activities on 255 units of affordable housing.

b.  Continue asset/property management on over 1,100 units.

c.  Undertake pre-development and start-up activities for the Second Chance Furniture enterprise, a job skills training program intended to lead to full-time living wage employment.

 

4.  There are funds available in the approved FY 2002-2003 CDBG budget to support Central City Concern’s housing development activities.

 

5.  The City now wishes to enter into an agreement in the amount of $105,000 with Central

City Concern to support the affordable housing component of its workplan.

 

 

NOW, THEREFORE, the Council directs:

 

a.  The Commissioner of Public Works is hereby authorized to enter into an agreement with Central City Concern in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).

 

b.  The Mayor and City Auditor are hereby authorized to pay for said contract from the Housing and Community Development CDBG Fund.

 

Section 2. The Council declares that an emergency exists because delay in funding would interrupt Central City Concern’s affordable housing initiatives: therefore, this ordinance shall be in force and effect from and after its passage by Council.
