* Agreement with Central City Concern for $332,992 for the CHIERS Outreach Program and provide for payment. (Ordinance)

The City of Portland ordains:

Section 1. The Council finds that:

1.  Central City Concern provides the CHIERS Outreach Program which provides outreach, basic medical assessment/treatment and transportation services for individuals under the influence of intoxicants.

2.  The City Council authorized funding for the CHIERS Outreach Program for FY 02-03 and has included appropriation in the Bureau of Housing and Community Development General Fund approved budget, Public Safety Program.

3.  The City Council needs to enter into an agreement with Central City Concern in the amount of $332,992 to provide funding to CHIERS Outreach Program substantially in accordance with Exhibit A.

NOW, THEREFORE, the Council directs:

a.  The Commissioner of Public Works is hereby authorized to enter into an agreement with Central City Concern to provide $332,992 for the CHIERS Outreach Program in a form substantially in accordance with the agreement attached as Exhibit A (attached to the original ordinance only).

b.  The Mayor and City Auditor are hereby authorized to pay for said contract from the General Fund.

Section 2. The Council declares that an emergency exists because the CHIERS Services are needed without interruption; therefore, this Ordinance shall be in force and effect from and after its passage by Council.
