ORDINANCE No. 176643

 

 

* Approve the Intergovernmental Agreement with Tri-County Metropolitan District to utilize the coin processing services provided by Tri-Met, and authorize payments (Ordinance)

 

The City of Portland ordains:

 

Section 1. The Council finds:

 

1.  The City Council approved the contract with SchlumbergerSema to provide pay station technology to replace existing single-space parking meters.

2.  The pay stations (SmartMeters) provided by SchlumbergerSema provide the City with the opportunity to reduce coin collection costs by performing collections only when necessary.

3.  Tri-Met administers its own coin processing operations for its fleet of buses and Max-trains and has excess capacity to meet the City’s need for coin collections from its SmartMeters.  

4.  The City has determined that using Tri-Met’s coin processing services will allow the City to reduce its costs for coin collection services.

5.  Tri-Met and the City have negotiated the coin processing service agreement attached as Exhibit A1.

NOW THEREFORE, the Council directs:

 

a.  Approve the Intergovernmental Agreement between Tri-Met and the City in conformance with the agreement attached as Exhibit A1 and authorize payments to Tri-Met as defined in Exhibit A1.

Section 2. The Council declares that an emergency exists because a delay in approval would disrupt and adversely affect SmartMeter collection procedures; therefore, this ordinance shall be in force and effect from and after its passage by Council.
