Project: North Macadam Urban Renewal Area
Scope of Work: North Macadam Implementation – Bond Avenue Design/Engineering/Bidding
I. Background
The North Macadam District is moving through a critical stage of development, with intense interest in establishing required infrastructure for a first phase of development in the central portion of the district. PDC is leading the City’s negotiating efforts with interested developers as the district moves from a planning and zoning process to an implementation focus. A critical part of the implementation effort in the district is the improvement of Bond Avenue.
The Portland Office of Transportation has been assisting PDC over the past 12 months with design and development coordination issues related to Bond Avenue and the Central District. Engineering work on Bond, which was originally scheduled to be completed in late spring 2002, was put on hold by mutual agreement between PDC and PDOT in order to focus resources on coordinating implementation efforts with Central District property owners. The engineering is scheduled to resume late in fiscal year 2001/2002, with completion of Bond Avenue engineering in late January 2003.
The scope of work focuses solely on the activities required to complete Bond Avenue design, to a level ready to bid, and to coordinate this design with adjacent property owners and utilities. In the process of performing this work, PDC and PDOT will also be pursuing a variety of financial strategies, including a possible LID, to fund the construction of Bond Avenue.
The Bond Avenue design will be developed in conjunction with a variety of interests, including the North Macadam Urban Renewal Advisory Committee (URAC), the North Macadam Development Council, and a newly formed Implementation Management Team (IMT). Stakeholders in the district include property owners, businesses, Corbett-Terwilliger-Lair Hill Neighborhood Association, neighborhood residents, Tri-Met, environmental activists, and artists. City Bureaus, including PDOT, are also key stakeholders and participate on the URAC and IMT.

III. Project Management
A) The Commission Project Manager ("PDC Project Manager") shall be Cheryl Twete, or such other person as designated in writing by the Director of Development.
B) The Bureau Project Manager ("Bureau Project Manager") shall be Matt Brown, or such other person as designated in writing by the Director of the Bureau of Transportation Engineering and Development and approved by the PDC Project Manager.
IV. Project Staffing/Costs ¾ The following Bureau personnel are being assigned to perform the work described in this Attachment. Only personnel listed below, or subsequently identified and authorized by the PDC Project Manager, shall be reimbursed for authorized work.

VI. Funding
A) The Commission shall compensate the Bureau in an amount not to exceed THREE HUNDRED TWENTY THOUSAND DOLLARS ($320,000) for completion of the Scope of Work described herein.
B) Billings shall be made according to Section VI of the Interagency Agreement to which this Scope of Work is attached.
VII. Work Ownership ¾ Per Section X of the Interagency Agreement.
A) The following specific work products described in Section II above shall remain the property of the Bureau:

B) The following specific work products described in Section II above shall remain the property of the Commission:
None
VIII. Special Provisions
A) Upon initial approval and beginning of work herein, the Office of Transportation is directed to incur no more than $200,000 of work as authorized by the PDC Project Manager. The balance of the budget authorized herein, $120,000, reflects anticipated FY 2002 carryover. It is anticipated that the PDC Board of Commissioners will be adopting a revised PDC operating budget within 90 days reflecting actual carryover fund balances, whereupon the PDC Project Manager will advise the Bureau of the revised available PDC budget for this Scope of Work and revise this Scope of Work accordingly if necessary. Thereafter, the Bureau may undertake work up to the maximum amount of the authorized budget as directed by the PDC Project Manager.
B) PDOT shall involve citizens and businesses adjacent to the project site in design and engineering decisions and provide ongoing information about project progress.
