Project: Lloyd District Development Strategy Project
Scope Of Work: Transportation Planning and Engineering
I. Background
The Portland Development Commission prepared the Lloyd District Development Strategy and was adopted by City Council in 2001. This document updated the 1988 OCC Area Development Strategy.
The Lloyd District Strategy recommended initiation of several sub-district development build-out plans including the OCC Area (MLK/Grand), Central Core (Lloyd Crossing), and improving pedestrian connections in various locations throughout the Lloyd District. These plans will require transportation planning analysis to advance the strategies into real projects. These services would transportation planning, traffic engineering, and civil engineering technical services.
PDOT staff will provide the staff support to assist PDC in the development of area annd project-specific studies to implement the Lloyd District Development Strategy. PDC staff will prepare a specific description of PDOT’s tasks and deliverables associated with each plan or development study.

III. Project Management
A) The Commission Project Manager ("PDC Project Manager") shall be Micheal McElwee, or such other person as designated in writing by the Director of Development.
B) The Bureau Project Manager ("Bureau Project Manager") shall be Stephen Iwata, or such other person as designated in writing by the Director of the Office of Transportation and approved by the PDC Project Manager.
IV. Project Staffing/Costs ¾ The following Bureau personnel are being assigned to perform the work described in this Attachment. Only personnel listed below, or subsequently identified and authorized by the PDC Project Manager, shall be reimbursed for authorized work.

V. Subcontractors approved by the PDC Project Manager:

VI. Funding
A) The Commission shall compensate the Bureau in an amount not to exceed SIXTY THOUSAND DOLLARS ($60,000) for completion of the Scope Of Work described herein.
B) Billings shall be made according to Section VI of the Interagency Agreement to which this Scope Of Work is attached.
VII. Work Ownership/Product Rights ¾ Per Section X of the Interagency Agreement,
