Project:  Interstate Corridor Urban Renewal Area-Transportation Strategy

Scope Of Work:  Implementation of Transportation Strategy

 

I.  Background  

The Interstate Corridor URA Transportation Implementation Strategy, endorsed by the Interstate Corridor Urban Renewal Advisory Committee (ICURAC) and by the Portland Development Commission, calls for the funding of small-scale transportation mitigation projects (valued at less than $35,000). This program is intended to fund improvements which address such issues as mitigation of through traffic on local streets, traffic safety concerns, and improving pedestrian and bicycle access. These improvements will be identified through a process with participation from the Transportation Subcommittee of the ICURAC. For fiscal year 2002-2003, the ICURAC endorsed approximately $50,000 worth of minor improvements, originally identified in a public process in 2001-2002.

 

The Transportation Subcommittee plans to meet on a quarterly basis to continue to monitor and make recommendations on transportation projects funded by the Interstate Corridor Urban Renewal Area.

Transportation Planning will have overall responsibilities for working with the Transportation Subcommittee. The implementation of the Interstate Corridor Transportation Safety Program will be administered by PDOT’s Bureau of Transportation System Management-Traffic Investigation Section. This group has the primary responsibility to address traffic calming and safety issues. In late 2001, staff from Traffic Investigation participated in public meetings to solicit project requests, reviewed all project requests, and ranked and identified priority projects for consideration by the Transportation Subcommittee. Transportation Planning also participated in this process, to coordinate with the Interstate Corridor Urban Renewal Area process with PDC, to assist in the community involvement, and to address pedestrian and bicycle requests.

PDOT staff will oversee construction of the improvements recommended by the Transportation Subcommittee. Transportation Planning staff will also provide for overall project management responsibilities to carry out the Transportation Strategy as endorsed by PDC and the Interstate Corridor Urban Renewal Advisory Committee.

Program Management - Overall program management by Traffic Investigation and support/coordination from Transportation Planning. This will include organizing and conducting community workshops, open house, and presentations to the Transportation Subcommittee.

B.

Project Implementation - This is for specific projects as identified by Traffic Investigations and reviewed and endorsed by the Transportation Subcommittee. Staff time in development, design, and construction are included in the project budget. For example, a typical Streamline Speed Bump Project is $10,000 and includes staff costs and construction costs.

III.  Project Management

A)  The Commission Project Manager ("PDC Project Manager") shall be John Southgate, or such other person as designated in writing by the Director of Development.

B)  The Bureau Project Manager ("Bureau Project Manager") shall be Stephen Iwata, or such other person as designated in writing by the Director of the Office of Transportation and approved by the PDC Project Manager.

IV.  Project Staffing/Costs ¾ The following Bureau personnel are being assigned to perform the work described in this Attachment. Only personnel listed below, or subsequently identified and authorized by the PDC Project Manager, shall be reimbursed for authorized work.

A)  Stephen Iwata, Project Manager

B)  Lore Wintergreen, Community Outreach Coordinator

C)  Will Stevens, Program Coordinator

 

V.  Subcontractors approved by the PDC Project Manager:

PDOT will explore potential subcontracting to construct projects from the Interstate Corridor Safety Program lists. PDOT’s Project Manager will notify the PDC’s Project Manager for approval of any subcontracting.

VI.  Funding

A)  The Commission shall compensate the Bureau in an amount not to exceed FIFTY EIGHT THOUSAND DOLLARS ($58,000) for completion of the Scope Of Work described herein.

B)  Billings shall be made according to Section VI of the Interagency Agreement to which this Scope Of Work is attached.

VII.  Work Ownership ¾ Per Section X of the Interagency Agreement,

A)  The following specific work products described in Section II above shall remain the property of the Bureau:
