Project:    Gateway Urban Renewal District

Scope Of Work:  Transportation Engineering & ROW Acquisition

 

I.  Background  

A.  The Gateway Transportation Improvement Program is part of an ongoing city-led effort to transform the Gateway District into a Regional Center as described in the 2040 Framework Plan, the Outer Southeast Community Plan, the Opportunity Gateway Concept Plan and the Gateway Regional Center Urban Renewal Plan (URP). This work scope builds on previous planning efforts undertaken by PDC and PDOT and includes the first implementation projects under the aforementioned plans.

B.  This work scope is directed by the following Urban Renewal Plan objectives:

(a)  Standing Principle: Establish the Regional Center

(b)  Sub Principle 1a-b: Utilize Informed Participation

(c)  Sub Principle 4c: Support Compact Development – Station Area Focus

(d)  Sub Principle 7a: Establish a Pedestrian Orientation

(e)  Sub Principle 8a,d: Expand and Improve Travel Options – Street Grid; Traffic Management

C.  This is a one-year scope. It includes three components:

(a)  Property Acquisition of Right-of-Way for 99th & Glisan Realignment. Negotiate and purchase needed right-of-way at the AT&T parcel along NE 99th Avenue for purposes of realigning the intersection; coordinate with PDC and community as necessary.

(b)  102nd BoulevardProject Prospectus. Complete Prospectus and submit to agencies as necessary; contract with consultant to prepare environment analysis and right-of-way impacts of preferred alternative as selected by PAC subcommittee as part of TGM grant project. Final product is three-part prospectus.

(c)  Miscellaneous Gateway Transportation Projects and Coordination. Staffing Transportation Subcommittee, the Program Advisory Committee and PDC staff as requested for general coordination or for specific projects, according to the terms of this contract.

D.  All elements are expected to be completed under the terms of this Agreement and no funds are available beyond those authorized herein to complete this work element

III.  Project Management

A.  The Commission Project Manager ("PDC Project Manager") shall be Sara King, or such other person as designated in writing by the Director of Development.

B.  The Bureau Project Manager ("Bureau Project Manager")shall be Heidi Ware (Item A), Stuart Gwin (Item B) and TBD, depending on tasks (Item C), or such other person as designated in writing by the Director of the Bureau of Transportation and approved by the PDC Project Manager.

IV.  Project Staffing ¾ The following Bureau personnel are being assigned to perform the work described in this Attachment. Only personnel listed below, or subsequently identified and authorized by the PDC Project Manager, shall be reimbursed for authorized work.

A.  Heidi Ware, Title (Item A)

B.  Stuart Gwin, Title (Item B)

C.  TBD, depending on tasks (Item C)

V.  Subcontractors approved by the PDC Project Manager:

David Evans and Associates is authorized to conduct environmental analysis and right-of-way impacts as necessary for the completion of the 102nd Boulevard Prospectus Part 3.

VI.  Funding

A.  The Commission shall compensate the Bureau in an amount not to exceed NINTEEN THOUSAND THREE HUNDRED SEVENTY FOUR DOLLARS ($19,374) for completion of the Scope Of Work described herein.

B.  Billings shall be made according to Section VI of the Interagency Agreement to which this Scope Of Work is attached.

VII.  Work Ownership ¾ Per Section X of the Interagency Agreement,

A.  The following specific work products described in Section II above shall remain the property of the Bureau:

•  Right of way acquired for 99th & Glisan intersection realignment. (A2)

•  102nd Prospectus (B2)

B.  The following specific work products described in Section II above shall remain the property of the Commission:

•  None

VIII.  Special Provisions

A.  Upon initial approval and beginning of work herein, the Office of Transportation is directed to incur no more than $0 of work as authorized by the PDC Project Manager. The balance of the budget authorized herein, $19,374, reflects anticipated FY 2002 carryover. It is anticipated that the PDC Board of Commissioners will be adopting a revised PDC operating budget within 90 days reflecting actual carryover fund balances, whereupon the PDC Project Manager will advise the Bureau of the revised available PDC budget for this Scope of Work and revise this Scope of Work accordingly if necessary. Thereafter, the Bureau may undertake work up to the maximum amount of the authorized budget as directed by the PDC Project Manager.

B.  PDC shall be consulted prior to any decision involving condemnation of property.

C.  Modifications to the schedule and issues concerning adjacent property owners will be brought to the attention of the PDC Project Manager immediately.

D.  PDC shall be given the opportunity to review all documentation related to the Prospectus prior to submittal to required state or federal agencies.

E.  PDC shall have final say on the price negotiated or decision to use condemnation for the acquisition of any property acquired in this scope.
