Project:    Downtown Waterfront Urban Renewal Project

Scope Of Work:  3rd and 4th Ave. Streetscape Plan

 

I.  Background  

A)  This is a planning project to identify streetscape improvements for NW 3rd and 4th Avenues between West Burnside and NW Glisan streets.

B)  This project is co-managed by PDC and PDOT with consulting services provided by SRG Partnerships / Nevue Ngan Associates.

C)  PDC is funding the project, administering the consultant contract and providing overall project management.

D)  PDOT is providing co-project management, traffic engineering and civil engineering services.

E)  Following adoption of the NW 3rd and 4th Avenues Streetscape Plan, a second phase of the project will be initiated to design and build the proposed improvements.

F)  A primary responsibility for PDOT is to ensure that the recommendations of the streetscape plan are permissible for construction within the right-of-way and that the adopted plan be able to move into the design and build phase with minimal disruption.

G)  PDOT services for the design and build phase will be defined in a separate agreement to be prepared following completion of the plan.

III.  Project Management

A)  The Commission Project Manager ("PDC Project Manager") shall be Kathryn Krygier or such other person as designated in writing by the Director of Development.

B)  The Bureau Project Manager ("Bureau Project Manager")shall be Bill Hoffman, or such other person as designated in writing by the Director of the Office of Transportation and approved by the PDC Project Manager.

IV.  Project Staffing/Costs ¾ The following Bureau personnel are being assigned to perform the work described in this Attachment. Only personnel listed below, or subsequently identified and authorized by the PDC Project Manager, shall be reimbursed for authorized work.

A)  Bill Hoffman, Project Manager

B)  Lewis Wardrip, Traffic Engineer

C)  Brian Oberding, Civil Engineer

D)  Lisa Elbert, Street Lighting/Traffic Signals

V.  Subcontractors approved by the PDC Project Manager:

NONE

VI.  Funding

A)  The Commission shall compensate the Bureau in an amount not to exceed NINE THOUSAND DOLLARS ($9,000) for completion of the Scope Of Work described herein.

B)  Billings shall be made according to Section VI of the Interagency Agreement to which this Scope Of Work is attached.

VII.  Work Ownership ¾ Per Section X of the Interagency Agreement,

A)  The following specific work products described in Section II above shall remain the property of the Bureau:

B)  The following specific work products described in Section II above shall remain the property of the Commission:

None
